Well, it's like this:
Since Sakura and Naruto are crisp and clean vectors, it would be unwise to place them on a BG that's painted UNLESS they are painted too. I mean, they don't blend well. If you are going to use the vectors, I suggest that you also vector the trees and the clouds (OR at least make some outline for them). You could also take a nice HQ stock image of Sakura trees and then make them as a base for your BG. Usually, that's what I always do when I can't imagine a scene or a BG. I take some references and then combine them together and then vector them so that it would blend nicely with the characters.
But if you're going to use the painted BG, I suggest that you paint over Sakura and Naruto too to give that nice touch.
BTW, I really like the concept behind your wall so don't misinterpret what I'm saying. ^^ I also love the atmosphere between the two of them, since you HARDLY ever see them laugh together like that. LOL.
